Comments:
The inspector conducted an unannounced focused inspection on 02/05/2020 from 09:05am to 11:15am. This inspection focused on compliance with supervision and physical plant standards. The children were observed playing games, participating in story time and interacting with their peers and teachers. The infants were observed eating, napping and having tummy time.
Today, the following child to staff ratio was observed:

Baby Birds - 11:3
Orange Birds ? 7:1
Green Birds - 16:2
Chickadees - 10:2

Description: Based on observation, the center did not ensure that areas and equipment of the center were maintained in a clean, safe and operable condition.
Evidence:
On 2/5/2020, the inspectors toured building 3319. There were several areas in the building with chipped and peeling paint within the reach of children in care. Building 3321 was not in use on 2/5/2020.

Standard #: 22VAC40-185-340-A
Description: Based on observation and interviews, the center did not ensure when staff are supervising children, they always ensure their care, protection, and guidance.
Evidence:
1. On 02/05/2020, two inspectors toured the center. There were several areas of the center where lead paint was present and compromised due to chipping and peeling. Several areas were within the reach of children in care.
2. On 02/05/2020, the inspectors observed a child sitting against a baseboard where lead was previously identified. Additionally, the cribs in the infant room were up against the baseboards and window sills which presented the possibility of an infant touching chipped and peeling lead paint while occupying a crib. The inspectors observed about three occupied cribs during the inspection.
3. The inspectors observed blankets, toys, and supplies on and against areas where lead paint was identified.
